Transportation Manager

Job Summary:

Under the supervision of the Executive Director, is responsible for the PACE Transportation program, including: transportation of participants, meals, durable medical equipment and medications; transportation scheduling; oversight, hiring, training and supervision of all drivers and dispatchers and any other transportation as deemed necessary. Responsible for. Oversees vehicle repairs and maintenance. Identifies quality and cost effective vendor for same. Responsible for meeting departmental budget goals.

Qualifications and Requirements:

Education / Training / Certifications:
  • Valid drivers license
  • CDL License with passenger endorsement
Experience:
  • 2 years of administrative/supervisory experience, in a transportation setting.
  • 5 years of experience in the transportation industry preferred.
  • Minimum of 1 year working with the frail and elderly
Skills and Knowledge:
  • Knowledge of safety requirements pertaining to the transportation industry.
  • Requires individual who can coordinate multiple tasks simultaneously.
  • Skilled in establishing and maintaining effective working relationships with participants, co- workers, medical staff, and the public.
  • Proficient in identifying and recommending problem resolution.
  • Ability to work independently with minimum supervision.
  • Excellent verbal and written communication skills.
  • Ability to manage a transportation scheduling computer software.
  • Familiar with operation of accessible vehicles.
  • Experience with maintenance and oversight of a fleet of vehicles.
Medical Clearance:

Employees must have medical clearance for communicable diseases and up-to-date immunizations before having direct participant contact.

Physical Demands and Working Conditions:

The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work Environment:

Employee must be able to work effectively within an interdisciplinary team model, interfacing and collaborating with a wide range of clinical and social services disciplines who work together to manage the PACE participants’ care. The work setting is in an Adult Day Health Center and primary care clinic environment with moderate noise levels and controlled temperatures.

Physical Requirements:

Requires manual and finger dexterity and eye-hand coordination; the ability to use department equipment; and the ability to lift/carry up to 30 pounds using appropriate body mechanics with reasonable accommodation if needed.

Visual, Hearing and Communication Requirements:

Requires corrected vision and hearing to normal range, with or without reasonable accommodation. Ability to communicate by way of the telephone with participants, customers, vendors and staff.

Pressure Factor:

Requires working under stressful conditions. Working conditions may be noisy and crowded and fluctuating indoor temperatures. Moderate pressure to meet scheduled deadlines. Potential for exposure to verbal aggression by client, vendors, and staff.

Environmental Conditions:

May be exposed to a risk of bodily injury through contact with moving instrumentation, toxic substances, medicinal preparations, bodily fluids, communicable diseases and any other conditions common in a healthcare environment. Subject to unpleasant odors.

Duties and Responsibilities:

  • Supervise the transportation department staff. Responsible for departmental interviewing, hiring, orientation, competency, and training procedures.
  • Ensures annual employee performance reviews are conducted in a timely and effective manner.  Evaluates performance of employees for compliance with established policies and objectives of the organization and contributions in attaining objectives.
  • Recognizes and rewards employees; carries out corrective disciplinary procedures and practices (under direction of supervisor and in partnership with Human Resources), addresses complaints and resolves problems.
  • Regularly schedules leadership/management, department, and staff 1:1 meetings to provide leadership, development, and a forum for communication to ensure coordination and collaboration in meeting organization and individual goals. 
  • Participate in the interdisciplinary team meetings, communicating participant changes, collaborating on care planning decisions and coordination of 24 hour care delivery, as appropriate. 
  • Investigates accidents and/or incidents, ensuring completion of necessary documentation and notification.
  • Collaborate with the Executive Director in the annual and capital budget development and maintain the departmental budget within its allowed and reasonable objectives as well as meets established budgetary guidelines. 
  • Ensures cost effectiveness of Transportation department on a monthly basis through collection, tracking and trending of historical data and making operational changes accordingly. 
  • Use of technology (computer, hardware, software) to program, write software, set up functions, enter data and process information. 
  • Oversee vehicle maintenance program and obtain estimates and authorize vehicle repairs per departmental policies.
  • Research new vehicle options and assist in the ordering and purchasing of new vehicles.
  • Ensure that vehicles have up-to-date Department of Motor Vehicle registration forms, license plates and emission stickers.
  • Ensure cleanliness and proper functioning equipment as well as safe driving conditions for each vehicle.
  • Ensure that all departmental staff attend and successfully execute required annual driver training courses and participate in mandatory in-service training.
  • Develop and maintain operational policies and standards, including determining safety procedures. 
  • Set clear expectations and assign appropriate authority to staff; hold staff accountable for their scope of work and compliance to company policies and procedures.
  • Follows all Policies and Procedures and OSHA safety guidelines.
  • Maintain the confidentiality of all company procedures, and information about participants, clients or families.
  • Handle potentially infectious specimens with appropriate biohazard precautions, and practice standard precautions.
  • Participate in and supports Quality Improvement initiatives. 
  • Participate in continuing education classes and any required staff and training meetings. Maintain professional affiliations and any required certifications.
  • Perform other duties as required or requested.
